The math of a slip
A four-hour PM on a redundant UPS system done by a full crew leaves N+1 degraded to N for four hours. The same PM run by a crew short one senior engineer routinely takes six to seven hours. Fifty percent more exposure. Same site risk profile. Same insurance policy underwriting it.
Multiply that by ten PMs a quarter and you have a facility running on N for weeks per year — invisible in the monthly ops report, obvious in the post-incident review.
Sizing crews to the plan, not to the invoice
The right crew size for a PM is a function of the isolation plan, not the base labour budget. If the plan has three concurrent isolations, three qualified engineers minimum. If any of them is inexperienced with the specific switchgear, add supervision that isn't part of the isolation count.
The tell for an under-staffed window is a plan that assumes any single engineer will be on two isolations back-to-back. In theory, safe. In practice, the source of the fatigue error that turns a routine PM into a P1.
What buyers should ask
Before signing a maintenance contract, ask what a typical PM crew looks like — role by role, not headcount. Ask what the escalation path is if the isolation walk-through reveals an unexpected condition mid-window. Ask what happens if the primary lead calls in sick.
The answers separate a contractor whose staffing model is priced for the average case from one whose model is priced for the exception.
